Coljuegos
Coljuegos is the State Industrial and Commercial Company that administers the Rent Monopoly of the Games of Luck and Chance. It was created by Decree 4142 of November 3, 2011, modified by Decree 1451 of 2015, as a national decentralized company, linked to the Ministry of Finance and Public Credit.
The object of Coljuegos is the exploitation, administration, operation and issuance of regulations of the games that are part of the rental monopoly on games of luck and chance that by legal provision are not attributed to another entity. That is, Coljuegos acts directly on Localized Games (casinos, bingos, sports betting and virtual races); Innovative Games (Baloto- Rematch and Super Astro Millionaire), National Raffles and Promotional Draws.
Coljuegos began operations on April 16, 2012 and immediately began the process of assuming functions that were previously scattered throughout the State, from entities such as:
• Etesa (liquidated)
• Dian (functions of oversight of operators and control of illegal gambling)
• National Superintendence of Health
• The former National Council of Games of Luck and Chance.
As established by Law No. 060 on Lottery and Games of Chance of November 25, 2010, Supreme Decree No. 0781 and 0782 of February 2, 2011 and Law No. 717 of July 13, 2015, the Authority of Gaming Inspection-AJ, is a public institution with legal status and its own assets, with administrative, financial, legal and technical independence; subject to the Ministry of Economy and Public Finance, with jurisdiction and competence throughout the national territory.
What do we do?
The Gambling Control Authority regulates, controls and supervises the activities of:
Lottery, Chance and Sweepstakes Games
- We grant operating licenses.
- We supervise, inspect and control the exploitation of lottery, chance and sweepstakes with an operating license.
- We confiscate gambling machines from illegal rooms.
- We control, apply and execute sanctions for the illegal exploitation of lottery, chance and raffle games, as well as for other administrative offenses established in current provisions.
Business Promotions
- We grant authorizations for each business promotion.
- We supervise, inspect and control individual and collective persons who carry out authorized business promotions.
- We control, apply and execute sanctions for carrying out unauthorized business promotions, as well as for other administrative offenses established in the current provisions.

The National Commission of Casinos, Bingo Halls and Slot Machines, is a decentralized body attached to the Ministry of Popular Power for Internal Relations and Justice, with functional and budgetary autonomy that acts as rector of the activities subject to the Law for the Control of casinos , Bingo Halls and Slot Machines.
CNC functions:
- Authorize, issue, renew, suspend and revoke the licenses, concessions, authorizations, contracts and other acts, as the case may be, necessary for the operation and functioning of the establishments dedicated to the activities of Casinos, Bingo Halls and Slot Machines and of its related companies.
- Dictate the necessary rules for compliance with the provisions set forth in the Special Law for the Control of Casinos and Bingo Halls, which are mandatory for licensees and other subjects subject to its scope of application
- Control, supervise and monitor the activities of Casinos, Bingo Halls and Slot Machines and their related companies
- Verify compliance with the formal and material duties of Casinos, Bingo Halls and related companies
- Order during inspections preventive security measures on assets, associated with illegal activities that are carried out in contravention of this Law, in coordination with the competent security bodies
- Dictate Providences for the fulfillment of its powers
- Dictate regulations and prevention and control measures to avoid money laundering in Casinos and Bingo Halls
- Oblige Licensees to implement control measures in order to avoid Gambling
Object and Purpose
Regulate the activities, the operation, the regime of authorizations, supervision, surveillance, control, inspection and sanctions, concerning establishments that function as Casinos, Bingo Halls and Slot Machines, in accordance with the provisions of the Constitution of the Bolivarian Republic from Venezuela.
The Curaçao Gaming Control Board (GCB) is a foundation, incorporated on April 19, 1999, with the specific purpose of becoming the regulator for the entire gaming industry operating in and from Curaçao. The GCB was the direct result of the second Mutual Evaluation Report of the Caribbean Financial Action Task Force in 1998.

Curaçao is an island of the Leeward Antilles in the southern Caribbean Sea, about 65 km (40 mi) north of the Venezuelan coast. It is a constituent country of the Kingdom of the Netherlands. The Gaming Control Board is a State institution created by Decree Law No. 19 of May 8, 1947, under the dependence of the Ministry of Economy and Finance, which assumes on behalf and benefit of the latter and; the exploitation, control, authorization, supervision and control of the Games of Luck and Chance and Activities that originate Bets that are carried out in or from the Republic of Panama.
This power of the State is exercised in all those activities whose result depends on luck and chance. Being these, the Raffles, Tombolas, Commercial Promotions, Transitory Games (Roulettes, Choclo, Alto y Bajo, Pinta, etc.), Transitory Bingos, Televised Bingos, Merchandise Clubs, Slot Machine Rooms, Complete Casinos , Sports Event Betting Agencies, Bingo Halls, Type “C” Machine Rooms, and Games of Luck and Chance over the Internet.
Created through Law No. 19,995 of January 7, 2005, the Superintendencia de Casinos de Juego (SCJ) is an autonomous agency with legal personality and its own assets, which is related to the President of the Republic through the Ministry of Finance. It is a public service governed by the High Public Management System and represents the State in the exercise of the functions of oversight and supervision for the installation, administration and operation of the country’s gaming casinos.
Our Functions:
1. Grant, deny, renew and revoke the operating permits for gaming casinos, as well as gaming licenses and related services, in accordance with the provisions of this law. For these purposes, the Superintendency will be empowered to request, collect and gather the information and background information related to the applications for gaming casino operation permits, the expansion or reduction of gaming licenses and related services, and the contingencies to the renewal and revocation of such permits.
2. Supervise the activities of gambling casinos and their operating companies, in legal, financial, commercial and accounting aspects, for due compliance with the obligations established by this law and its regulations.
3. Determine the general accounting principles in accordance with which the audited entities must comply with the obligations imposed by law and regulations, especially regarding the timing and manner in which balance sheets and other financial statements must be presented.
4. Supervise the development of the games, according to the regulations of the same, as well as the correct functioning of the machines and implements used for this purpose.
5. Authorize the operator to contract with third parties the administration and provision of the ancillary services included in the operating permit.
6. Control compliance with the qualifying conditions and requirements, determined by the respective regulations, for the people who perform functions in the gambling halls or in other gambling casino dependencies.
7. Agree with other agencies of the State Administration or with private entities duly accredited before the Superintendency, the performance of specific actions or the provision of services that allow complementing the exercise of their powers.
8. To standardize the gaming machines and implements that may be used in gaming casinos, for which purpose the Superintendency will maintain an updated registry. The regulation will determine the approval procedure.
9. Ensure that the supervised operating companies comply with the laws and regulations that govern them and with the instructions, circulars and other orders issued by the Superintendency, without prejudice to the powers that may correspond to other supervisory bodies.
10. Require that the operating companies provide the public, through the means determined by the Superintendency, the information strictly necessary to know the operation of the industry, ensuring that it is sufficient, timely and truthful.
The Superintendency may directly carry out the necessary publications to comply with what is indicated in the previous paragraph. Likewise, it may order the publicity of measures, instructions or information related to the operating companies or gaming casinos.
11. Prepare and disseminate indices, statistics and studies related to operating companies and gaming casinos.
12. Respond to public inquiries and resolve claims made against a gambling casino or an operating company.
13. Exercise the other powers that this and other laws or regulations in force confer on it.
The Instituto de Loteria y Casinos is an independent, autonomous and decentralized state entity dedicated to the exploitation and administration of games of chance in the province of Buenos Aires. Based on this premise, it ensures that the resources produced are distributed for the benefit of the community and the development of public policies based on social inclusion and collective participation.
Therefore, through the revenues generated by its 4,350 Official Agencies, 45 Bingo Halls, 12 Casinos and 5 Racetracks, most of its resources are directly transferred to the Ministry of Economy, Social Development, Health, Security, Infrastructure, Housing and Public Services, the Transplant Fund, the Department of Culture and Education, the Provincial Education Fund, the Fund for the Strengthening of Social Programs, the Special Theater Fund, the Secretariat of Children and Adolescents and the Municipalities.

With the promulgation of Law N° 27153, “Law that regulates the exploitation of Casino Games and Slot Machines”, on July 9, 1999, modified by Law N° 27796 promulgated on July 26, 2002 and its Regulation approved by D.S. N° 009-2002-MINCETUR of November 13, 2002, an integral and uniform normative treatment applicable to this activity is established in Peru.
The General Directorate of Casino Games and Slot Machines, which depends on the Vice Ministry of Tourism, is the competent authority to formulate, propose, supervise and control compliance with the general non-tax administrative norms of national scope, which regulate and control the exploitation of casino games and slot machines. It has a consultative body which is the CONACTRA, formed by the MEF – who presides it -, SUNAT, MININTER, PRODUCE, MINSA and MINCETUR.

Provisional Measure 1,154, of January 1, 2023, established the new structure of the federal government. Dirección General de Juegos y Sorteos
The Federal Executive, through the Ministry of the Interior, is in charge of monitoring and controlling games with bets and draws in Mexico, as well as compliance with the Federal Law on Games and Draws and its Regulations.
The General Directorate of Games and Sweepstakes is the Administrative Unit of the Ministry of the Interior that deals with, processes and dispatches matters related to gambling; authorizes and issues permits; supervises and monitors compliance, in addition to applying sanctions for violations of the Law.
The Game in Mexico
To talk about the game in Mexico, we must go back to pre-Hispanic times, since it was a pastime that accompanied hunting and sports games such as the ball game. It is true that the game of cards and the fight of cocks are inherited from the Spanish, but in pre-Hispanic cultures other kinds of hobbies did exist.
It is recorded that in Mexico the first cockfight took place on Glory Saturday in 1519, after the celebration of the Glory mass, taking as its setting the beach that extends in Veracruz in front of San Juan de Ulúa and, half a century Later, in 1583, the first printing of cards in New Spain arose.
Subsequently, on August 7, 1770, it was announced that there would be a lottery in New Spain, under the name of the Real General Lottery of New Spain and whose Plan and Rules were published in a Royal Decree on September 19 of the same anus. Project approved by the King of Spain Carlos III.
The Royal General Lottery of New Spain held its first draw on May 13, 1771, and 10 years later, Viceroy Don Martín de Mayorga granted the first contribution to public charity, channeling it to the Hospice for the Poor.
During the Colony, numerous lotteries and raffles were held in convents, parishes and schools to finance some public works and cockfighting became one of the best distractions in society. Despite the claims of the ecclesiastical authorities and the fact that its activity was prohibited for several years, it was incorporated into the Renta de Naipes and its activity was regulated and independent Mexico was installed.
In the 20th century, casino activity began to spread. In Mexico, taking advantage of the Prohibition Law in the United States (1920-1933), during the government of General Álvaro Obregón, General Plutarco Elías Calles, Secretary of War and the Navy, supported its establishment, which led to the flourishing of canteens, racetracks and gaming houses in the border states, particularly in the municipalities of Mexicali and Tijuana in Baja California and Ciudad Juárez in Chihuahua.
On June 24, 1938, President Lázaro Cárdenas decreed the abolition of casinos and years later, on March 6, 1943, President Manuel Ávila Camacho inaugurated the Hipódromo de las Américas. In 1947, President Miguel Alemán Valdés promulgated the Federal Law on Games and Sweepstakes, which gave the Ministry of the Interior the power to regulate, authorize and control the games allowed by the Law itself that involve bets. Finally, in 1955 the first permit in Mexico for gambling with bets was granted to the company Espectáculos Deportivos Frontón México.

The Ministerio de Economía y Finanzas (MEF) was created as Ministerio de Hacienda by Law on March 8, 1830, while its current name is included in Article 103 of Law Nº13.835 of January 7, 1970, designating it in addition to the commitments of the previous one, all those that derive or serve as a mean to exercise its main commitment of superior conduction of the national policy in economic and financial matters.
